The Southfield City Council unanimously approved the city's Community Development Block Grant (CDBG) annual action plan for July 1, 2026'June 30, 2027 and adopted the five-year consolidated plan covering 2026'2030.
Nina Greenstein, the city's grant manager, outlined proposed allocations within the $410,961 entitlement: a home improvement/major repair loan program (SHIP/loan activity), the senior chore program (165 client households currently served), emergency relief one-time assistance for utilities or rent, a food pantry subrecipient that served 178 Southfield households in May, fair-housing services and program administration. She noted Southfield Youth Assistance currently has a $34,000 funding balance; staff confirmed HUD requires monitoring of subrecipients and that reimbursements occur only as subrecipients spend eligible funds.
During the public hearing, Pamela Gerald asked for clarification about the Southfield Youth Assistance carryover balance, audits and timing. Greenstein explained HUD monitoring and reimbursement rules, that the organization must spend funds according to its contract and that monitoring typically occurs twice a year. Council then moved and approved the annual action plan and consolidated plan.
City staff said they would investigate ways for residents without internet access to apply for the critical home-repair funds and will post soil-testing results related to Northland on the city website as part of broader outreach.
