Seabrook board OKs reduced setback for cooking-oil processing and storage facility

The Town of Seabrook Board of Adjustment on March 25 approved a variance allowing Morgan & Company LLC to operate a used cooking-oil collection, processing and temporary storage facility at 84 Stard Road with a reduced frontage setback from 20 feet to 15 feet.
Frederick Morgan said the operation collects used cooking oil from local restaurants, separates water and food waste from the oil, and stores the material on-site prior to pickup by a third party for refining into renewable products such as biodiesel. Morgan stated the material is "100% organic and non-hazardous," that wastewater from the separation process is transported off the property and does not enter the town water or sewage system, and that typical liquid volume on-site will be about 10,000 gallons with a maximum capacity of 30,000 gallons. Cleaned oil will be removed on a regular schedule, Morgan said.
The board read its standard five findings for variances (public interest, spirit of the ordinance, substantial justice, no diminution of property values, and unnecessary hardship) and recorded affirmative votes on each. The motion to accept the variance as written was moved by Bob Larochelle and seconded by Fidea Azouri; the vote as recorded in the transcript was unanimous.
The board’s Notice of Decision includes the standard two-year expiration provision and requires compliance with any attached conditions before a building permit may be issued.
