Seabrook board delays variance request to raise Cross Beach house to 40 feet

The Town of Seabrook Board of Adjustment postponed a variance request April 22 after hearing from the applicant and board questions about flood mitigation and foundation plans.
Paul Lepere, representing Deslacy Real Estate LLC, asked the board for two variances for 4 Cross Beach Road: permission to place front stairs within a 20‑foot setback and to build a 40‑foot structure in Zone 1. Lepere said the existing 1990 mobile home is dilapidated and that he plans to remove it and build a three‑story single‑family residence raised to 40 feet so the living space will be above anticipated flood levels. "By raising the home to 40' it assures the living space will not be flooded in the future," Lepere said. He added that placing the stairs at the front "is much more aesthetically pleasing."
The request cites Section 7 of the zoning regulations; Lepere told the board the lot is a recorded lot and described the parcel as "100% wetlands." Board members asked for more detail about foundation type and flood protections. Lepere said the replacement home would include a foundation with flood gates and confirmed the plan calls for three stories.
After discussion, the board agreed to postpone the case to allow the applicant to provide detailed floor plans and additional evaluations, including flood‑mitigation documentation. The motion to postpone was made by Dennis Howes and seconded by Bob Larochelle; board members Rick Foye and Chair Chris LeClaire recorded opposition to the postponement on the record. The board did not adopt the requested variances at this meeting.
The applicant is expected to return with the requested plans and evaluations at a future meeting; no further schedule was set on the record.
