Putnam County audit committee pre-files multiple budget amendments, grants and fund transfers; historian says Sybil Ludington statue returns July 3

The Putnam County Audit & Administration Committee met June 29, 2026, in Room 318 of the county office building in Carmel and pre-filed a package of budgetary amendments, grant acceptances and fund transfers that the committee approved unanimously.

The meeting, called to order by Chairwoman Crowley at 6:50 p.m., included three members present: Chairwoman Crowley, Legislator Regan and Legislator Russo. The committee first accepted the minutes of March 30 and April 27, 2026, as submitted.

Under correspondence from the Commissioner of Finance, Chairwoman Crowley questioned preschool overtime usage. Acting Commissioner of Finance Alexandra Gordon said payroll sometimes posts before the related budgetary entry is made, “which can result in a negative balance in the meantime.” That explanation was recorded in committee discussion but no policy change was made at the meeting.

The committee moved through a series of budgetary amendments under Item 5, each of which Chairwoman Crowley moved to pre-file and which passed on voice votes with all in favor. Notable items included:

- Budgetary Amendment 26A046 (Sheriff — Jail): use of T Commission reserve funds for conference room furniture; motion to pre-file approved. - Budgetary Amendment 26A047 (Finance): record expenditures for the Sybil Ludington restoration from outside donations. Historian Jennifer Cassidy said the restoration is “in the home stretch” and the statue will be returned on Friday, July 3, 2026; Cassidy expressed appreciation for the Legislature’s and community’s support. - Budgetary Amendment 26A048 (DPW): record costs incurred for the Bridge 5 project; motion to pre-file approved. - Budgetary Amendment 26A049 (Health Department): acceptance of a NYSACHO Immunization Action Plan mini grant; motion to pre-file approved. (The agenda lists the grant under the acronym NYSACHO as provided.) - Budgetary Amendment 26A050 (Emergency Services): acceptance of the 2024 & 2025 Statewide Interoperable Communications Targeted Grant Program (SICG-Targeted) award; motion to pre-file approved. - Budgetary Amendment 26A052 (Finance): reverse Budgetary Amendment 26A026 to reallocate ARPA funding from the Stabilization Center project to a county-wide paving project; motion to pre-file approved. - Budgetary Amendment 26A054 (Historian): accept a grant through the NYS 250th Commemoration Commission and the New York State Education Department to support the county’s “Revolutionary Putnam County” activities; Historian Cassidy said the award will be shared with towns holding local Rev 250 events and thanked the Legislature for support; motion to pre-file approved.

The committee also approved fund transfers: 26T132 to fund temporary lines for the Sheriff’s office, 26T137 to cover 911 dispatch overtime for Emergency Services, and 26T139 to fund a Deputy Director position as part of a Health Department reorganization. The Guardrail and Property Damage Report was noted as FYI. All motions to pre-file the necessary resolutions were seconded and passed on voice votes; the minutes record each action as “all in favor.”

There was no other business. Chairwoman Crowley moved to adjourn at 7:04 p.m.; Legislator Russo seconded and the motion passed. Minutes were submitted by Deputy Clerk Beth Robinson.

What happens next: the committee recorded motions to pre-file the necessary resolutions; those pre-filed resolutions would proceed through the Legislature’s usual docketing and consideration processes (the committee did not vote to adopt final resolutions at this meeting).
