Putnam County committee pre-files health-insurance policy amendment as chairwoman recuses

The Putnam County Audit & Administration Committee on May 21 pre-filed a resolution to amend county policy on non-PuMA management and confidential active employee and current retiree health insurance benefits.
Chairwoman Jennifer Crowley announced she would recuse herself from the matter and left the room for the discussion; she named Legislator Russo to chair the committee for that item. Legislator Montgomery asked how the policy would treat an employee who worked for the federal government. Senior Deputy County Attorney Katherine McNeal said she would defer the question to Legislative Counsel Heather Abissi and offered to research the issue further and "provide a response tomorrow." Legislator Birmingham said the amendment could be approved as written and later amended at the Full Legislative Meeting if necessary.
Legislator Russo moved to pre-file the necessary resolution; Legislator Regan seconded. By poll vote the committee recorded two ayes and one recusal (Chairwoman Crowley); the motion carries and the item will be placed on the Full Legislative Meeting agenda for final consideration.
The committee did not resolve the question of how a federal-government employee would be covered; members directed counsel to provide further clarification before the Full Legislative Meeting.
