Council approves $2.87M TIF for Nolla Senior Living, a 160‑unit affordable senior housing project

The Omaha City Council voted 6–0 on June 30 to approve a tax-increment financing package to support the Nolla Senior Living redevelopment at 4809 Redmond Avenue.
City Planning presented the proposal as a rehabilitation and three-story addition to a vacant former nursing home on a single 5.28-acre lot. “There will be a total of 160 units comprised of 136 affordable units and then 24 market rate units,” City Planner Bridget Hadley said, and the total project investment was presented as about $36.5 million, with TIF support of $2.87 million.
Developer representatives said the project will involve substantial demolition and reconstruction of the existing structure, with construction hoped to begin in the fall and a targeted completion near the end of 2028. The developer said a property-management firm is to be selected later.
Councilmember Goodwin asked for clarification on demolition and schedule; the developer confirmed a substantial demo to the foundation and the plan to move forward with permitting and construction steps. After questions, councilmember Goodwin moved approval and the council approved the TIF 6–0.
Next steps: the developer will pursue final permits and select a management company; City Planning will continue oversight during permitting and construction.
