PSC directs staff to study how home standby generators affect gas system reliability

The Commission directed staff to evaluate whether widespread use of home standby generators during storms has materially affected gas pressure and distribution on jurisdictional gas systems.
Chair noted post-hurricane reports that suggested generator-induced demand spikes lowered local gas pressure and reliability in some systems. The directive asks staff to consult with the Louisiana Department of Natural Resources, pipeline operators and local gas providers, to collect data and to recommend whether a formal docket or RFPs for outside consultants are needed.
Commissioner Scetta and others said the issue merits advance planning: increased adoption of backup generators and greater peak demand during emergencies could strain distribution systems designed for typical residential loads rather than sustained generator flow. The Commission emphasized coordination among wholesalers, local distribution companies and permitting authorities.
Why it matters: If home-installed standby generators create localized demand spikes that reduce pressure or service quality, the Commission could need to adopt operational guidance, emergency protocols or technical standards to protect system reliability and public safety.
What happens next: Staff will perform a fact-finding review, consult with state pipeline and energy agencies and report back; staff was given discretion to open a docket and retain outside consultants if necessary.
