On cooperative filings, the commission accepted Clayburn Electric Cooperative’s FRP joint report and authorized a revenue reset to restore a modified debt service coverage midpoint (~$3.319 million as calculated in staff’s report).
The commission also ratified two votes cast by Chairman Francis at the Southwest Power Pool regional committee (including a historical performance metric for conventional resources and separate seasonal reserve margins) and ratified outside legal interventions: a filing in the U.S. Supreme Court seeking a stay of the EPA greenhouse‑gas enforcement pending appeals and a petition for review in the D.C. Circuit related to Sunflower Highway‑byway cost allocations. The Supreme Court ratification elicited objections from at least one commissioner, who said they support the EPA rule rather than the stay.
Records associated with each approved item remain in the commission docket files; the commission asked staff to continue administering retained consultant contracts and to file any draft orders and follow‑up materials required by the dockets.
