Clark County Court approves budget transfers, multiple appointments and hires, then enters closed session for litigation

The court also approved cash transfers A and B with no additional discussion.
The court acknowledged receipt of the June 2026 Clark County report and the Clark County finance director's report and dispensed with public comment on those items.
On agenda business, the court unanimously approved a proclamation recognizing July 4, 2026, as the 250th anniversary of the United States. The body handled several personnel and board appointments: it reappointed Fabric MK to the Winchester Clark County Recreation and Tourism Commission for a three‑year term (the agenda noted this should be labeled "reappoint" rather than "appoint") and appointed Amanda Adams to a full term on the same commission after she had been filling a partial term.
The court addressed procurement for the county compost operation after staff reported there were no responsive public bids for a loader and compost sprouter. The body authorized staff to negotiate purchases directly and approved moving forward with the negotiated procurement approach.
