A resident addressing the Lago Vista Charter Review Committee on Dec. 8 urged the group not to embed an independent ethics board in the charter, cautioning that charter language is difficult to change and that state law already provides enforceable conflict-of-interest and disclosure mechanisms.
The speaker said that "once something is written into the charter, it becomes permanent unless the voters amend it again" and argued that state enforcement through prosecutors and courts preserves professionalism and due process. The commenter also raised practical concerns that an appointed local board "would be appointed by the very council it is supposed to oversee" and risk politicization.
Committee members discussed the comment but did not adopt or reject the specific recommendation at that time. Mark Douglas moved that discussion of a board of ethics be deferred until the committee reviews Article 7, which governs boards and commissions; the motion was seconded and passed unanimously.
Chair Linda said the item had been deferred previously pending council discussion, but the committee agreed that discussing the ethics board in the dedicated Article 7 section was sensible and would permit the committee to consider structural and procedural details together with other board-related language.
The motion to defer does not settle whether a board of ethics will be included in the charter; it schedules that topic for full consideration alongside Article 7 drafts.
