Council presses staff to clarify budget amendments, tables ordinance edits

Councilors questioned whether proposed budget amendments were legally required and whether the city charter's balanced-budget requirement meant any departmental increases must be matched by decreases elsewhere in the ordinance. Finance staff described six relatively small budget amendments tied to unforeseen but previously discussed expenditures. The city attorney said that when a department's total appropriation is increased it is generally best practice — and in Lago Vista's case likely required by the charter — to enact the change by ordinance that identifies offsetting decreases so the overall budget remains balanced.

Council members asked staff to identify specific revenue or departmental transfers that would fund the changes rather than simply listing increased line items. One councilor emphasized the importance of retaining a public record that shows where funds were moved or why budgets were amended. The council directed the attorney and finance staff to rewrite the ordinance to specify where the funding will come from and tabled the item for later consideration.

A motion to table the ordinance and return with a revised redline was made and seconded; the council approved that approach so staff could ensure charter compliance and transparent accounting.
