Council names council liaisons to advisory boards, with staff to clarify BOA role

Key appointments included: • Airport Advisory Board liaison: council discussed whether the mayor should retain the liaison role because of ongoing FAA relations; Councilor Prince moved to keep the mayor as airport liaison and that substitute motion carried. • Board of Adjustment (BOA): staff and council debated whether a council liaison is appropriate for a quasi‑judicial board. The city manager cautioned against a council liaison for the BOA because of the board’s quasi‑judicial function; council asked staff to analyze legal implications and to produce written liaison responsibilities. • Building & Standards, Planning & Zoning, Library, Parks & Recreation, Golf Course Advisory Committee, Economic Development committee (EDC), Youth Advisory Committee and others: councilors were nominated and approved by voice vote; several were unanimous.
Public comment on the liaison question noted the Texas Municipal League guidance that liaisons are common but that care is needed to avoid creating a quorum or influencing quasi‑judicial deliberations. Council agreed to proceed with liaisons generally while staff will prepare clearer role descriptions and review the BOA assignment specifically.
The appointments were taken by individual voice votes for each resolution in the packet. Councilors also discussed whether additional training for liaisons (especially those assigned to quasi‑judicial bodies) would be appropriate.
Staff will follow up with a written policy and legal review of BOA liaison implications.
