The Lago Vista City Council voted 6–1 to table consideration of a proposed land swap involving roughly 2 acres of city property adjacent to Cedar Breaks Park and a small frontage parcel the developer seeks to use to set back a driveway from FM 1431.
Staff described the swap as offering the city approximately 4,100,000–4,900,000 gallons per year of additional effluent-irrigation capacity for the park but said any irrigation infrastructure (pipes, pond work) would be an additional cost the city would have to fund. "We don't have the pipes in the ground right there," a staff presenter said; "this swap also does not include the cost of infrastructure."
Council members questioned whether the parcel is truly usable for park purposes, whether the city would meet the "public purpose" test under Texas local-government law, and whether TxDOT would approve a driveway plan without formal engineering designs. One councilor warned about the gift-of-public-funds doctrine and asked that the city ensure fair-market value or equivalent public benefit.
With key cost and feasibility questions unanswered and no citizen speakers on the item, a motion was made to table the proposal until January so staff could return with more detailed cost estimates, buffer and topography calculations, and information about TxDOT planning and whether the land would produce meaningful irrigation capacity. The motion passed 6–1.
