Denison delegates FEMA work to City Manager, holds closed session and directs performance improvement plan

The Denison City Council on Feb. 18 delegated authority to the City Manager to work with FEMA on the Building Resilient Infrastructure and Communities (BRIC) grant application and on a Homeland Security grant application after staff reported further FEMA updates were pending.
Later the council voted to enter a closed session under Iowa Code 21.5(1)(i) to evaluate the professional competency of an individual. The council returned to open session at 8:01 p.m. and voted to have the City Manager administer a Performance Improvement Plan as discussed in the closed session. Separately, the council voted to table discussion and possible action regarding an investigation report.
In the City Manager report, Garcia and City Clerk Jodie Flaherty said the City received a Standard & Poor’s “A” rating and that staff will work on policies intended to improve future borrowing. Garcia said the FEMA BRIC grant is on hold but the City will continue work on a Homeland Security grant, and that staff are pursuing alternative financial software because of issues with the current provider.
