Hickman Mills board debates badge, building-access policy after member requests review

The Hickman Mills C-1 Board of Education spent an extended portion of its June meeting debating the district policy that governs board member access to school buildings and the use of board badges.

The item was introduced after Director Reagan asked the board to revisit badge and access procedures. Several board members questioned whether the current rule is intended to protect students and staff or has at times been applied in a way that singled out particular members. Board discussion included recollections of past votes that deactivated badges and of superintendent reports comparing the district’s practice with neighboring systems.

Board members who favor tighter controls said the policy follows practices in nearby districts and is intended to ensure school safety and clarity for staff. Colleagues who objected said restrictions can hamper board oversight and raised concerns about fairness and the policy’s history in prior administrations.

The board did not take a new formal vote on changing the policy at the meeting. The superintendent noted that the district has a standard process for notifying building staff when board members visit and said staff had provided comparative reports showing similar procedures in surrounding districts.

The discussion concluded with members agreeing to continue the conversation in future sessions and to rely on superintendent follow-up about how peer districts manage board access.

The board moved on to other agenda items without adopting a new policy change; no formal amendment or repeal of the badge/access policy was recorded during the meeting.
