Denison council accepts Washington Park project, approves $819,182 pay application and bond sale resolution

The Denison City Council voted Feb. 18 to accept work on the Washington Park equipment, installation and surfacing project and approved several related bills and pay applications.

Council approved invoice #24087-0002 to AB Creative for Washington Park safety surfacing in the amount of $133,683.54 and accepted Resolution #2025-08 accepting the completed work. The council also approved Pay Application 4 from Jensen Builders for the Crawford County Wellness Center in the amount of $819,182.59 and authorized the Federal Aviation Administration outlay and financial reports for Project 3-19-0026-017 (FY21).

In the same meeting the council introduced and approved Resolution #2025-09, authorizing a bond purchase agreement for the sale of General Obligation Corporate Purpose Bonds, Series 2025. Each of the motions was moved by Councilmember Zupp-Smith and seconded by Logan and carried unanimously.

The approvals were presented during the engineering and project-reporting portion of the agenda; Beck Engineering had recommended acceptance of Washington Park after the punch list was completed, city staff said. The pay application covers ongoing work on the Crawford County Wellness Center project and will be paid from project funds as approved by council.

Council also approved required FAA reports and requests for reimbursement tied to the FY21 airport project during the same session. No member of the public spoke against the items during the meeting. The council set no additional immediate conditions on the projects at the time of approval.
