The Frankfort-Elberta Area Schools Board approved a base bid of $245,167.50 to AJ's to expand and renovate the middle/high-school parking lot, including drainage work and new paving, after a post-bid review clarified that elements such as trees, lighting, bus-area reconfiguration and a storage building were not included in the base contract and will be handled as separate procurements.
Administration and the finance committee presented the long-range planning rationale: as the district prepares a 10-year infrastructure plan it must sequence capital projects and match them to financing options (bonds versus general-fund maintenance). The finance report said the bids returned were under worst-case estimates and the recommendation to award AJ's was made to secure contractor scheduling for a midsummer construction window.
Board members discussed scope exclusions and next steps. Several routine site items — tree planting, lighting specification and a possible storage-building pad — were noted as additional work that could be packaged later or rebid as needed. Administration said some follow-up items will require separate approvals once their costs are defined.
At the meeting the board also approved a district-wide seal-coating and restriping contract with Brian Superior Seal Coating at a cost of $20,000. The administration recommended the seal/stripe package to ensure the newly paved and existing surfaces blend visually and functionally, and to capture a modest $650 cost saving by coordinating the work with the renovation.
Votes and implementation: The board approved the AJ's paving bid and the Brian Superior seal-coating contract by roll call; the parking-lot base bid is budgeted under capital/bond planning and some maintenance items will be paid from general-fund capital improvement. Administration will return with specific contract addenda or separate bids for lighting, bus-area paving and the storage-building pad.
