Denison council adopts GO-related resolution, approves pay application and outlines 2025 bond priorities as budget talks begin

The Denison City Council on Jan. 21 adopted Resolution #2025-05 regarding further steps on a proposed General Obligation Corporate Purpose Loan Agreement and introduced Resolution #2025-06 to set a public hearing on amendments to the zoning ordinance for Feb. 4, 2025.
In financial business, the council approved Pay Application No. 3 from Jensen Builders for the Crawford County Wellness Center in the amount of $490,048.46 on a motion by Miller, seconded by Zupp-Smith. Garcia reported the Friends of the Wellness Center are making payments to the city and that she has applied for disbursements from the Destination Iowa grant.
Council discussed potential 2025 bond projects and preliminary amounts the council would like to include in borrowing: M Avenue ($45,000); Donna Reed Bridge design ($46,000); underground storage tank removal ($33,500); 2nd Ave S from S Main to 15th St ($1,148,520); Airport Road cracksealing ($88,590); partial snow plow ($120,000); and 20th Street storm sewer ($255,000). Council asked Beck Engineering to begin engineering for Avenue C approaches and discussed using cash on hand for parts of certain projects.
The meeting also began FY 2025-26 budget review. Chief Trejo presented the police department budget requesting wage increases, two new vehicles, replacement in-car cameras, a retention bonus and increased training funds. Flaherty and Garcia reported they are compiling comparable wage data; councilmembers Curnyn and Logan volunteered to serve on a wage review committee. Public Works Director Olson presented a Public Works budget that included purchase requests for a telehandler and a new truck. Garcia and Flaherty presented Solid Waste, TIF, Senior Center and Dog Pound budgets.
No final bond borrowing or budget decisions were made at the meeting; the council adopted the GO-related resolution, set the zoning hearing date, approved the pay application, and left detailed funding decisions for later deliberation.
