Council: Meg’s Way not accepted as city street; owner should address improvements, staff says

City staff told the Denison City Council on Dec. 17 that Meg’s Way has never been formally accepted as a Denison street and remains a private drive, and the council indicated the property owner should be responsible for necessary upgrades.
City Manager Garcia said staff research found no record that Meg’s Way was accepted into the city's street system. Garcia said she had asked property owner Shawn Foutch for documentation but had not received it before the recent snowfall; Foutch had requested the item be placed on the agenda.
City Engineer Eygabroad told the council the drive “would need a turnaround, there are manhole issues, the paving is set up for parking and no room to turn around.” He recommended obtaining an as-built drawing and that the drive be rated to city specifications before the city would consider acceptance.
Council members indicated they expect the property owner to be responsible for costs to bring the drive into compliance with city standards. No formal motion to accept the street or to allocate city funds for improvements was recorded; staff were tasked to follow up with engineering guidance and to seek required documentation from the owner.
The council did not take further action on Meg’s Way at the meeting; any next steps will depend on engineering documentation and cost estimates provided to the city.
