At its Dec. 17 planning session, the Denison City Council heard updates on several administrative items and set next steps. Flaherty reported that since the new franchise fees took effect the city has received $59,215.62. Councilors agreed to postpone discussion of any additional franchise‑fee changes and to place the matter on the December 2025 planning session agenda.
On parks maintenance, with the current mowing contract expiring in 2025 the council asked staff to solicit bids for 1‑ or 3‑year contracts that include spring and fall spraying. Council directed staff to remove small parks adjacent to properties already maintained by City staff from the bid and to have the City mow those parks on a trial basis.
Garcia reported she spoke with Duane Zenk regarding an AT&T agreement; Zenk recommended obtaining a site map and council asked staff to clarify payment terms before proceeding.
Council also reviewed suggested terms to present to the Donna Reed Foundation, compiled from suggestions by Zupp‑Smith and Flaherty. Those items include revenue generation mechanisms, monthly event requirements with proof of payment, documented hours of operation, payment structure, a lien or reimbursement to the City if the building is closed or sold, appointment of a local board member, programming such as low‑cost movies when school is not in session, and a focus on the building’s history. Garcia will give these ideas to Mr. Fuji and request a response within 30 days.
