The Sevierville Regional Planning Commission on April 7 approved a plan of services, an annexation resolution and rezoning for a portion (tract 2) of a parcel on Middle Creek Road requested by Johnny Sims. The votes were recorded as six in favor and one abstention from Mayor Robbie Fox; the actions were certified to the Board of Mayor and Aldermen.
Corey Divel, the city’s development director, told the commission the full parcel is approximately 11.88 acres, with about 0.5 acres already within city limits, and that existing utilities including a water line and gravity sewer serve Middle Creek Road. “The full parcel is approximately 11.88 acres, with a small portion (approximately 0.5 acres) already within city limits and currently zoned Low Density Residential,” Divel said, noting the current application limits changes to tract 2 and that anticipated uses include medical or medical-related development.
Commissioners discussed concerns about split zoning on the larger parcel and whether a broader annexation and rezoning would be preferable to avoid isolated residential pockets. Divel and others clarified the current request applies only to the tract identified in the application and does not annex or change zoning for portions remaining in the county.
Mr. Butch Stott moved to approve the plan of services with corrected wording for planning and zoning; Mr. Shane Patterson seconded. The commission likewise approved an annexation resolution and the adoption of Intermediate Commercial (IC) zoning for the tract after motions to correct mapping to show the limited area; Mr. Daryl Roberts and Mr. Stott respectively made the motions reflected in the record. Mayor Robbie Fox disclosed prior involvement with the property and abstained from the votes.
All four related items—the plan of services, annexation resolution, zoning adoption and rezoning—were certified to the Board of Mayor and Aldermen for final action. The commission’s approvals include the mapping and wording corrections discussed at the meeting; final certifications will proceed to the mayor and aldermen as required by city procedure.
