Utilities Committee approves Eversource gas main replacement on Newbury Street and adjacent roads

The Chicopee City Council Utilities Committee voted unanimously Dec. 18 to grant Eversource Gas of Massachusetts permission to install and maintain approximately 4,095 feet of 8-inch and 2-inch medium-pressure plastic gas main on Newbury Street, Belvidere Street, Conrad Street, Eldridge Street, Magnolia Terrace and Greenleaf Street.
Ryan Barnes, an engineer with Eversource, told the committee the project is "a continuation of the Davenport project" and said the work will involve 77 service connections. "It will begin end of April and should be completed by mid-September," Barnes said, adding that all affected customers will be notified and that police detail will be present for the work.
City Engineer Doug Ellis' comments were read into the record; Ellis stated he "has no objections to what Eversource is proposing for gas main replacements in the Newbury Street area," noted which streets are included and said none of the streets are under the five-year moratorium on road work. The record also notes Eversource must apply for Street Occupancy Permits from the Engineering Department.
Councilor Gerard Roy asked whether Eversource understood they would be responsible for paving after completing the work; Barnes replied that Eversource "understands that they are responsible to pave." Chair Susan Goff asked whether anyone in the auditorium or on Zoom wished to speak; hearing none, Councilor George Balakier moved to close public input and Councilor Goff seconded. The committee approved the closure by roll call.
On a motion by Councilor Balakier, seconded by Chair Goff, the committee approved the petition by unanimous roll call of the five members present (Goff, Balakier, Arriaga, Courchesne, Roy). The meeting also approved minutes from Sept. 15, 2025, and adjourned at 6:09 PM.
The approval grants Eversource location and permission to install the listed mains and related laterals and service connections; the record requires Eversource to secure the city's Street Occupancy Permits and to complete required paving work after construction.
