Abita Springs introduces Aida Meadows PUD phase-one final plat; public hearing set for Oct. 7

The Abita Springs Board of Aldermen on Sept. 9 introduced ordinance 2025-009-00001, which would adopt the Planning Commission’s recommendation approving phase one final plat zoning for the Aida Meadows planned unit development (PUD). The introduction covers zoning only and does not approve individual lots.
Planning staff said the measure had been vetted by Planning & Zoning and that the council will hold a public hearing on Oct. 7. The introduction was recorded with a first and second to begin the statutory notice and publication process required for PUD final-plat adoption.
Several council members and public speakers said the project had prompted substantial public interest at the Planning & Zoning hearing and urged the board to consider the net benefit to the town rather than treating approval as a mechanical "box-checking" exercise. "You don't have to say yes just because all the boxes got checked," public commenter Mr. Eastman told the council, urging aldermen to weigh overall benefit and harm to Abita Springs when deciding whether to approve the final plat.
Council members noted the PUD code was repealed generally but that the Aida Meadows PUD remains governed by its original, separately preserved provisions; staff said the PUD rules for this project remain operational for the existing agreement even though the town repealed the broader PUD code for future projects.
The introduction begins the formal process; staff said they will publish required notices and may provide a full-color final plat ahead of the Oct. 7 hearing. Council members and staff acknowledged that the project has been the subject of litigation and contract disputes involving the town; those legal issues were discussed elsewhere in the meeting and remain pending.
Next steps: the public hearing is scheduled for Oct. 7; councilors will have additional opportunities to review planning materials and public comment before any vote on adoption.
