Chicopee Human Resources Committee approves mayoral appointments to Zoning Board and Veteran Advisory Board

The City of Chicopee Human Resources Committee on Nov. 20 approved the mayor’s nominations of Taisheema “Tasha” Schley to the Zoning Board of Appeals and John Moran and Theresa Picard to the Veteran Advisory Board, placed one nominee on file, approved minutes and adjourned.
The Chicopee City Council Human Resources Committee on Thursday approved several mayoral nominations and completed routine committee business at a meeting in the City Hall auditorium.
Mayoral appointee Taisheema “Tasha” Schley was approved for a seat on the Zoning Board of Appeals. Schley, who was present, told the committee she works in the insurance industry and recently moved to Chicopee and would like to serve the city. Councilor Mary Beth Pniak-Costello moved to approve the appointment and Councilor Gary Labrie seconded; the motion passed with the three members present voting in favor and two members absent. The appointment term was listed as expiring April 1, 2028.
The committee also approved the mayor’s nomination of John Moran to the Veteran Advisory Board. Moran, present at the meeting, described himself as “a lifelong Chicopee resident,” a retired teacher and a retired National Guard reservist. Councilor Susan Goff moved to approve the appointment; Councilor Gary Labrie seconded and the motion passed. The term was listed to expire Oct. 1, 2028.
A second Veteran Advisory Board nominee, Tracy Dupont, was not present; the committee noted she had informed them she would be out of town and voted to place her nomination on file. Councilor Mary Beth Pniak-Costello moved to place the nomination on file; Councilor Gary Labrie seconded and the motion passed.
Theresa Picard, also nominated to the Veteran Advisory Board, was present and spoke about her background as a retired nurse and long family history of military service. Picard said she had participated on boards and commissions in the city and served on a board related to a new Veterans Soldiers Home in Holyoke during the COVID period. Councilor Susan Goff moved to approve Picard’s appointment; Councilor Gary Labrie seconded and the committee approved. That term was listed as expiring Oct. 1, 2028.
The committee approved the minutes of Sept. 24, 2025, and adjourned at 6:17 p.m. All motions recorded in the minutes passed by roll-call votes of the three members present (Councilors Gary Labrie, Susan Goff and Mary Beth Pniak-Costello); Councilors Abigail Arriaga and Jerry Roy were recorded as absent for the meeting.
