Abbeville council approves permits, contracts and payments; names two for harbor board

Abbeville’s City Council met to consider a series of routine but consequential items ranging from infrastructure change orders to special‑event permits and board nominations.

The council ratified a not‑to‑exceed $25,000 expenditure to reroute an unmapped six‑inch water main found on the Schwegman site during demolition and site work, and staff reported crews have installed a valve and most of the replacement line; chlorination is pending before final tie‑in because residents remain connected to the old line. The council also adopted a resolution authorizing an amendment to an electrical servitude (easement) with Rod Sugar Company to align the servitude with an emergency access road and to formalize maintenance responsibilities.

On airport work, the council approved a change order increasing the runway lighting upgrade contract by $19,563. Staff said the majority of the project is funded by DOTD and FAA grants and estimated the city’s share would be charged to airport funds rather than the general fund. The council approved related partial payments and a notice of acceptance for the runway lighting project.

The Graceland Avenue street and sidewalk improvement project was accepted administratively after a small deductive change order; the council approved the final partial payment to the contractor. A separate change order for the Grayson Avenue project was approved as a deduct after final quantities were reconciled.

The council approved two special event permits: Community Wellness’s volleyball jamboree (Sept. 6) and the Bowser family trail ride (Nov. 14–16). Staff noted insurance certificates must list the city as an additional insured before the Community Wellness event.

In appointments business the council submitted two names to fill a vacancy on the Abbeville Harbor and Terminal District Board created by the death of Tim Creswell. Michael Bertran received four yays and one nay in roll call and was advanced; Corey Le received three yays and two nays and was also advanced as the second nominee.

Why it matters: the package of approvals keeps several capital projects moving toward completion and secures event permits and board nominees needed for city operations. Several items rely on outside funding (DOTD/FAA or revolving loan funds) so staff emphasized the city’s local exposure is limited.
