Demolition bids top Abbeville's LCDBG award by about $120,000; council to revisit scope

Todd briefed the council on bids for the fiscal-year 2023 LCDBG demolition program. He reported two bid packages: phase one (18 structures that tested positive for asbestos or could not be tested) had a lowest bid of $297,350; phase two (11 structures that passed asbestos tests) had a lowest bid of $79,300. Todd said the total grant award was $286,550 and the construction budget after testing allowances was about $257,000, leaving the city roughly $119,525 over budget based on submitted bids.
Todd and staff reviewed options with the mayor and recommended either requesting additional state funds (staff said the state cited no additional funds available for this program) or removing some structures from the project to stay within the existing budget. Staff identified several structures that could be removed or deferred and said they would present a recommended list at the next council meeting.
Council took no final action on awards at the June 17 meeting; staff will bring revised recommendations, updated counts of affected structures, and potential re-scoped bid awards to the next meeting for council decision.
