Staff proposed creating a defined manufactured‑home land use in the Single Family Estate‑4 (SFE‑4) district with placement and design conditions intended to make manufactured homes compatible with local standards.
Staff indicated the city attorney has reviewed the draft amendment for legal compliance and described several proposed conditions — including siting, foundation and design standards aligned with the state law definition — that would be used to minimize visual and neighborhood impacts while meeting statutory requirements. The amendment is intended to create a pathway for HUD‑code manufactured homes in areas where they fit the character and infrastructure of SFE‑4 parcels.
