Hancock County Commission approves bank resolutions, appointments, budget revisions and animal shelter agreement

The Hancock County Commission on June 30 handled a broad slate of routine county business, approving bank custody resolutions, grant applications, appointments, a senior-center lease subject to legal review, an animal-shelter operating agreement, several personnel actions and internal budget revisions as it closed the fiscal year.
Key actions approved included certificate resolutions and pledge-depository bonds for Hancock County Savings Bank, United Bank and West Banko; a grant application for fiscal year 26-27 to the West Virginia Department of Health and Human Resources for the Juvenile Mediation Program; and an amendment to the county purchase policy, effective July 1, 2026, to align signature requirements with the West Virginia State Code.
The commission approved appointments to local boards: Holly Price Jancart to the Hancock County Museum Commission and Philip Yoplick to the Oakland Public Service District board (the transcript later records a variant spelling). It approved a resolution for the 2026 HAVA grant and a letter of support for renomination of a census tract as an Opportunity Zone for 2028.
The commission approved a lease and operating agreement for the Hancock County Animal Shelter with the Jefferson County Humane Society and thanked staff who worked on the arrangement. Commissioners also approved a lease between the Hancock County Senior Center and the Brook County Committee on Aging, subject to legal review; the senior-center kitchen would be used to expand meal-delivery services into Hancock County.
Personnel and compensation actions included reinstating Hunter Sweat as a deputy sheriff effective July 15, 2026, accepting Lieutenant Brian Swan's retirement effective June 30, 2026, and approving payment for his accrued vacation, personal and comp time totaling 46.31 days. The commission approved internal budget revisions across departments, including $5,262 for the tax office and $161,373 for the sheriff's office, and approved general county bills totaling $185,871.34.
