Tega Cay stormwater committee eyes adding green spaces to its duties, lays out outreach plan

The Tega Cay Stormwater and Environmental Committee on Feb. 5 reviewed proposed amendments that would expand the committee’s responsibilities to explicitly include green spaces and related tasks such as tree inspections, erosion monitoring and developing a city greenway map. Committee members also discussed governance changes and outreach plans ahead of a second reading before City Council on Feb. 18.
Chairman Ben Bartelt opened the meeting and the committee considered language that would add green spaces to the committee’s charge while keeping the body at seven members. Committee members emphasized that concerns about tree condition or erosion should be referred to the staff liaison for follow-up; the transcript records the committee asking staff to take those matters under advisement.
Members raised the need to stagger member terms because six members were appointed in 2024 and currently share the same term expiration year. Committee members discussed a proposal to arrange for three seats to expire in odd years and four seats in even years to ensure continuity; Heather Jones and Maureen Norcutt volunteered for council consideration to extend their terms to help effect that staggering.
The committee also discussed education and outreach steps. Heather Jones said she would follow up with local schools about stormwater educational materials and Maureen Norcutt agreed to work with staff to set up a committee social media page and a standard posting schedule. The committee mentioned possible coordination with Clemson on waterway cleanups as part of community engagement.
As part of routine business, Committee member Church moved to adopt a regular meeting schedule of the second Monday of every month at 6:00 p.m.; Committee member Heather Jones seconded the motion and it was approved unanimously. The committee set the next meeting for March 10 at 6:00 p.m.
The changes the committee discussed are scheduled for a second reading at the Feb. 18 City Council meeting, where council will consider whether to amend the committee’s formal charge and any term extensions. The committee directed staff to prepare follow-up materials and to forward requests for formal action to council.
