Chester electric commissioners agree to pursue expanded services with MMWEC and form working capital trust

Chester Municipal Electric Light Department commissioners on April 2 agreed to pursue expanded services with the Massachusetts Municipal Wholesale Electric Company and to establish a working capital trust, the meeting minutes show.
Carol Martucci and Tom Barry of MMWEC presented extensive information about MMWEC services and options for joint action; after discussion the commissioners reached a unanimous decision to move forward with MMWEC taking on additional responsibilities and to establish the working capital trust. MMWEC will prepare a comprehensive package and draft contract for the commissioners to review before any formal approvals.
The decision does not itself open the trust or authorize contract signing. The minutes state that commissioners must vote to approve the capital trust account and to authorize Rosanne McClaflin, CMELD administrative assistant/interim manager, to sign contracts on CMELD’s behalf. Tom Barry also reviewed additional joint-action and financial services MMWEC can provide.
Commissioner Lori Fieldstad said she was pursuing a commitment from GSA (the minutes do not expand the acronym) and that communications with GSA have improved; Martucci said MMWEC will grant an individual named "Adam" access to the MMWEC portal to review CMELD information. Fieldstad also reported that Tony Roselli agreed to audit CMELD in conjunction with the TOC audit.
The commissioners also discussed member training and the MMWEC annual conference; the minutes note that RM may attend MMWEC accounting training and that the annual meeting and additional informational sessions are expected to involve the general manager and commissioners.
The next procedural steps recorded in the minutes are for MMWEC to prepare the contract package and forward it for review and for commissioners to convene a formal vote to establish the working capital trust and to authorize RM to execute contracts. No vote tally or ordinance/resolution numbers are recorded in the minutes.
