Sullivan's Island council approves playground renovation, advances business-license code changes

At its Oct. 21 meeting the Sullivan’s Island Town Council approved a package of procedural items and a park renovation funded in part by a private donation.
Council voted unanimously to accept a proposal from Just For Fun Playgrounds to renovate the Stith Park tot-lot, using a $35,000 donation from the Sullivan’s Island Park Foundation. The full proposal totals $83,100, with the Town covering the remaining $48,100 from the Capital Fund and possibly emergency reserves; the approved plan includes installing new ground cover and replacing larger play elements. The Park Foundation donation will be recognized with a commemorative plaque placed on the playground ship.
The Council also advanced Ordinance 2025-06, a first reading by title only to update the Town’s business-license class schedule to align with state-mandated NAICS reclassifications under Act 176 of 2020. Comptroller Jason Blanton explained the statute standardizes municipal business-license classifications and requires towns to adopt the new codes before year-end.
Other actions: Council approved several set-of-minutes motions (Public Facilities, Recreation committee minutes and the Sept. 16 Regular Council minutes) and approved the 2026 Council meeting calendar with a September 1, 2026 Workshop substitution for Labor Day.
Next steps: The playground work is planned for January; the business-license ordinance will return for subsequent readings as required by ordinance procedure.
