Bolton PZC recommends Stony Road parcel as Nathan Hale Greenway parking site

Town Administrator Jim Rupert asked the Planning & Zoning Commission to review an 8‑24 referral for a small parking lot on a town‑owned parcel on Stony Road to serve the Nathan Hale Greenway. Rupert said the parcel was returned to the town as part of the Route 6 project and contains remnants of a driveway and a curb cut, making it a practical candidate for a winter installation of a small parking area.
Patrice Carson told commissioners the parcel is designated open space but that other potential parking locations had worse sight lines and public safety concerns. Carson said notices were sent to nearby residents and that only two residents had voiced opposition to town spending on trails or parking. The board discussed earlier locations that had been considered and the tradeoffs between access and neighborhood impacts.
Tom Manning moved and James Cropley seconded a motion stating that, in accordance with Section 8‑24 of the Connecticut General Statutes, the Planning & Zoning Commission has reviewed the request on behalf of the Board of Selectmen and finds the project consistent with the Plan of Conservation and Development, recommending acceptance to the Board of Selectmen. The commission called the roll; the motion carried with a 6–0–1 tally recorded (Denunzio recorded separately on the roll call).
Next steps: The Board of Selectmen will receive the commission’s recommendation and may proceed with design and installation work; PCZ members noted the parcel’s open‑space designation and that abutting towns would be notified for a hearing or referral as required.
