Staff reports: business listings, potential nursery reopening and housing assistance programs

During staff reports at the Sept. 11 meeting, Patrice Carson said staff has been adding Bolton businesses to the Connecticut’s Countryside website and sent a special e-bulletin to help local businesses add listings and events. Carson said a cookie-oriented bakery that will offer gluten-free cookies plans to open next to Subway and had signed up for the free advertising listing.
Carson also updated the commission on inquiries regarding Dan Sandstrom’s Hop River Road property. Sandstrom is interested in re-opening the nursery portion of the business; his attorney is reviewing whether the property was established before zoning regulations and staff expects a sketch or plot plan to determine next steps for outside storage of materials.
Chairman Tom Manning reported discussions with staff and the Board of Selectmen about mapping large parcels and pursuing public water negotiations with Manchester. Manning said he is contacting DEEP and the BLRWPCA to determine whether a grant restriction on sewer/water connections expires when a loan is paid off (the grant expires in 2026). He also reported attending the CCAPA Housing Forum and said the Municipal Redevelopment Authority has been extended statewide, which would allow towns to join by public hearing and resolution of the Board of Selectmen. Manning said the Department of Housing has a new municipal affordable housing technical assistance program that may be available to Bolton.
No formal action was taken on these staff items beyond direction to continue work and provide drafts where appropriate.
