Peosta council approves mowing contract, park plans, records fee updates and zoning-board appointments

The Peosta City Council approved a slate of routine but consequential municipal actions, including a seasonal mowing contract, park and trail project plans, open-records fee updates, a grant application resolution for sewer lift-station work and two zoning-board appointments.

Council awarded the city's seasonal mowing contract to Rad Lawn Care after reviewing bids; members discussed the option of moving to a three-year contract when next advertised to provide stability while retaining specification flexibility. The council then approved a resolution for Kelly Oaks parking-lot and Cox Springs Trail Phase 2 plans. Parks and public-works staff explained trail-and-parking pavement specifications (trail: 3 inches; parking lot: 4 inches) and said the parks committee supports proceeding.

On records policy, staff reported a statutory change that prompted updates to the city's open-records policy and fee schedule; the council approved amended fees (for example, 5 cents per page for black-and-white copies and a higher fee for color) and formalized a practice of offering a half-hour of staff time before charging for production work. The council also approved a resolution supporting submission of community project funding applications for the Cap Drive lift-station reconstruction/expansion and the Cap Court lift-station relocation project to their congressional office.

Finally, the council adopted resolutions formally appointing Herby Dolphin and Tim Hatcher to the Peosta Zoning Board of Adjustment and asked staff to check historical documentation and term dates to ensure the appointments reflect the official record. Each item passed by voice vote or recorded motion during the meeting.
