The commission considered a petition to vacate the remainder of Shelf Drive and Bass Street near Seacrest Lake (Banter Bluff area). Steve Snyder, representing the petitioner, argued the rights of way are unopened, largely unused and were dedicated historically for lot owners rather than true public access. He said the strips now create setback complications and that lot combinations have removed any public need for the drives.
Commission discussion focused on steep slopes, emergency access and whether vacating would remove potential locations for dry hydrants or other emergency uses. Staff noted prior partial vacations had kept easements in place and that the commissioners (county) have the final decision on some of the rights‑of‑way. After debate a motion to approve the vacation was made and seconded; the commission determined to forward the recommendation to the county commissioners for their July 21 session.
