Calera council authorizes $815,000 CDBG water-improvements application after brief public hearing

Councilors voted to authorize the city to submit a Community Development Block Grant (CDBG) application for a water-improvements project in the southeast quadrant near Oliver Park and the Housing Authority.
Cara Stallman, the city’s grant consultant, told the council the project would replace old 3-inch cast-iron lines with 6-inch PVC to provide better fire flow and improved water service in the CDBG-eligible area. "We're applying for about $815,000," Stallman said, explaining that the county is the entitlement recipient from HUD and competitive public participation supports applications.
Council opened a three-minute public-comment period as part of the CDBG public hearing; no speakers registered substantive comments, and the hearing was closed. Council then adopted Resolution 2026-19 authorizing submission of the program-year 2026 CDBG application by roll call.
The grant consultant also reviewed other pending grant work: an FRA grant tied to the bridge project, a Rebuild Alabama resurfacing request for 8th and 20th Streets (under ALDOT review), a $32,000 Project Safe Neighborhoods police equipment request, and a JAG formula grant expected to provide roughly $18,000.
Next steps: Staff will submit the CDBG application to Shelby County as the entitlement grantee; project scoping and match requirements will be finalized during submission and any subsequent award process.
