St. Martinville removes 'loss payee' parade requirement, keeps city as Additional Insured; sets vendor fees and contingency funds for Christmas parade

The St. Martinville City Council unanimously adopted Ordinance 25-15 Dec. 1, removing the requirement that parade and festival sponsors make the city a ‘loss payee’ on liability insurance policies while maintaining a requirement that the city be named as an Additional Insured for permitted events.
Councilwoman Janise Anthony offered the ordinance, which Councilwoman Flo Chatman seconded; the council recorded unanimous approval. The ordinance text clarifies insurance paperwork required for permits but does not alter the city’s ability to require proof of coverage.
On related event logistics, the council approved on the mayor’s recommendation vendor fees for the Christmas Parade and Festival: $400 for food vendors and $50 for craft vendors. The council also specified that business and property owners must apply for vendor permits in person in the owner’s name; vendors who do not own a business or property along the parade route must set up in designated areas on Evangeline Boulevard. The CRT Department will collect fees; proceeds will be used for security and portable restrooms.
Council also agreed to commit up to $5,000 from city funds, if needed, to pay for security and port-a-lets for the Christmas Parade. Councilmembers said proceeds from the po’boy sale, vendor fees, and float participant fees will also be used to pay parade expenses.
Mayor Jason Willis announced the Christmas Parade will be held Dec. 14 at 2:00 p.m., followed by a Christmas Festival from 4:00–8:00 p.m.; if weather is inclement, the festival will move to Magnolia Park.
