St. Martinville council bans depositing grass clippings, lawn debris in public drainage; minimum $100 fine

The St. Martinville City Council voted unanimously Dec. 1 to adopt Ordinance 25-14, an amendment to Section 22-161 of the city Code of Ordinances that makes it unlawful to deposit grass clippings, lawn debris and similar material into sidewalks, streets, alleys, gutters, catch basins or other public drainage areas.
The ordinance, offered by Councilman Jonas Fontenette and seconded by Councilman Mike Fuselier, specifies that anyone who “scatters, throws, deposits, drops, allow[s], or permit[s]” such material onto public rights-of-way or into drainage features is in violation. It adds a minimum fine of $100 per offense and references the penalties in Section 1-8 of the Code of Ordinances.
Councilmembers Mike Fuselier, Carol Frederick, Jonas Fontenette, Janise Anthony and Flo Chatman voted in favor; there were no nays or absences. The ordinance language directs immediate removal of clippings or debris by the responsible party when deposited on the right-of-way.
Supporters said the measure responds to recurring drainage and aesthetic issues; the council did not record amendments to the text during the meeting. The measure takes effect as specified in the city’s ordinance procedures.
The council clerk attested to the adoption and the mayor signed the ordinance on Dec. 1, 2025.
