Resident urges Hazel Park to allow limited excess-pet permits after fostering underweight dog

At the April 14 Hazel Park City Council meeting, resident Shane Hudson spoke during public comment about fostering an emaciated dog named Larkin and asked the council to create a formal process to permit a fourth pet in special circumstances rather than forcing owners to rehome animals they are already caring for.

Hudson said he has volunteered hundreds of hours with the Hazel Park Animal Control Shelter, raised thousands of dollars and facilitated adoptions. He described the dog he fostered (found in a store parking lot, emaciated and fearful) and urged an "excess pet permit" approach similar to Sioux City, Iowa, where owners can apply for a permit by showing proof of responsibility, vaccinations, no violations and a neighbor signature.

Council reaction: Multiple councilmembers and the mayor said the city has informally allowed exceptions for unique circumstances in the past (military deployment, inheritance of an animal, etc.). Councilmembers thanked Hudson for providing suggested language and asked staff and the animal control officer (ACO Thomas was cited as supportive in the remarks) to draft formal amendment language to the animal-control ordinance. Council emphasized that any permit would not be automatic and would require an ACO recommendation.

Outcome: No formal ordinance change was adopted at the meeting; the council directed staff to draft language and return with options for a structured exception or permitting process.
