St. Martinville adopts CDBG‑DR program policies and names grant coordinators

The St. Martinville City Council on Oct. 6 adopted a resolution to adopt required Community Development Block Grant – Disaster Recovery (CDBG‑DR) program policies and procedures for administration of the FY2021 CDBG‑CV Love Louisiana Outdoors program.
The resolution directs the city to administer funds in accordance with the Louisiana Office of Community Development (OCD) Grantee Administrative Manual and adopts related policies including procurement procedures (2 CFR 200), a Section 3 plan, a fair housing policy, a language access plan, Section 504 grievance procedures and a monitoring plan. The council also adopted a duplication‑of‑benefits policy and a contract administration policy required by program regulations.
As part of the action, the council appointed officials to compliance roles: Mayor Jason Willis as Fair Housing Coordinator and Residential Antidisplacement Officer; City Clerk Lorrie M. Poirier as Equal Employment Opportunity Officer, Section 504 Coordinator, Labor Compliance Officer and Section 3 Coordinator. The resolution authorizes Mayor Willis and City Clerk Poirier to sign Requests for Payment and to execute documents related to the CDBG‑DR program, including cooperative endeavor agreements, environmental reviews and contracts, and any amendments.
Councilman Jonas Fontenette introduced the resolution and the council adopted it. The minutes record that the resolution was passed, approved and adopted on Oct. 6, 2025; the minutes do not record dissenting votes on this item.
The resolution requires that the city follow OCD guidance and maintain program records and complaint procedures; the minutes note the city lacks funding to self‑finance the listed capital projects and will pursue state capital outlay requests as appropriate.
