Owner to submit amendment for fence, vegetation removal and driveway paving at Hartsville Mill River Road property
Summary
Elan Merkel and White Engineering asked the Conservation Commission whether minor changes — a wire dog fence, removal of dead vegetation near the house and river, and driveway paving — could be handled by an amendment or RDA; staff advised submitting an amendment to the order of conditions.

Property owner Elan Merkel and representative Shannon Boomsma of White Engineering requested guidance from the Conservation Commission on several proposed minor changes at 1277 Hartsville Mill River Road: installing a wire fence to contain dogs, removing dead trees and vines within 10 feet of the house and pool, and paving the driveway. Agent Mary Summers recommended submitting an amendment to the existing order of conditions or filing a Request for Determination of Applicability (RDA). Boomsma agreed to submit an amendment.
The Commission did not make a formal decision at the meeting; the record shows staff guidance and the applicant’s agreement to provide documentation for an amendment. Any final authorization will depend on review of the submitted amendment and possible site visits.
The Commission’s next steps are to receive the amendment documents from White Engineering and to place the item on a future agenda where the Commission will consider the proposal’s potential impacts to the riverfront and buffer areas.
