Hearing continued for New Marlborough Hill Road house after DEP comments and wetland concerns

Property owner Milo Stella and representative Matt Putin of SK Design presented a Notice of Intent for construction of a single-family house and an accessory dwelling unit on New Marlborough Hill Road and acknowledged wetlands on three sides of the project site. The applicant said they have been in contact with Natural Heritage programs (NSESP and MESA) and consulted with Emily Stockman; the Commission and the applicant reviewed DEP comments during the meeting.
Commissioner J. Schreiber asked whether a rain garden could be installed; Matt Putin said either a rain garden or a dry well would be feasible. K. Hoffman asked whether the ADU could be sited outside the buffer zone; owner Milo Stella said moving the ADU farther down the slope could cause greater impact and he preferred the current location. Schreiber also requested that a permanent buffer marker be placed for future property owners; Putin confirmed there are several marking options and agreed to include markers in an amended plan. Putin stated some trees would be removed: four in the ADU area and a few near the septic field.
J. Schreiber moved to continue the hearing to the May 16 meeting so the applicant could amend the plan; D. Hyde seconded the motion. Commissioners K. Hoffman, D. Hyde, F. Friedman, J. Schreiber and N. Hannen voted to continue, 5-0-0.
The Commission’s continuation gives the applicant time to revise plans to respond to DEP comments and to add proposed stormwater/marking measures. The Commission did not set a special site-visit date within the minutes; further material will be considered at the May 16 meeting.
The hearing remains open pending submission of amended plans and any additional permitting documentation.
