Union City council approves local projects, removes lien and OKs seven Renaissance grants

Union City Borough Council unanimously approved a package of routine actions at its Aug. 27 meeting, including removal of a borough lien, award of a canoe and kayak launch contract, seven Renaissance grant awards and acceptance of a regional audit.
Borough Manager Cindy Wells told the council the borough holds a lien on 121 East High Street, a property donated to the Erie County Landbank, for approximately $2,690. "The Landbank is requesting the lien be removed," Wells said; Councilor Kerns moved and Councilor Steadman seconded a motion to satisfy the lien for the full amount, and the motion carried unanimously.
Wells presented two quotes for installation of a canoe/kayak launch at the American Legion ball field—Blum Property Services, LLC for $18,541.50 and Construction Services of PA for $16,679—and said bids were not required because the project cost was under the $23,200 threshold. Councilor Osborn moved and Councilor Kerns seconded a motion to accept Construction Services of PA’s $16,679 quote "upon receiving the easement from American Legion." The motion carried unanimously.
On local economic development, Wells reported seven Renaissance grant applications totaling $60,606 in project costs and requesting $23,600 in grant funding; she recommended approving all seven on the grounds that the property improvements will help combat blight. Councilor Steadman moved and Councilor Osborn seconded approval of the recommended awards; the motion carried unanimously. Wells also reported $90,547.35 remains in the Renaissance grant fund for the program period.
Council also passed a resolution accepting the Erie Area Council of Government (EACOG) audit, which Manager Wells said had been reviewed and accepted by COG members; Councilor Osborn moved and Councilor Steadman seconded the resolution, and the motion carried unanimously.
Several other administrative items were noted: the council opted not to advertise for towing bids, and the borough will send a letter of support for a PennDOT Charging & Fueling Infrastructure Discretionary Grant Program application along U.S. Route 6. The meeting adjourned at 6:19 p.m.
