Council advances rezone for Terrace Farm subdivision after residents raise traffic and flooding concerns

Englewood City Council voted unanimously May 12 to send Ordinance 26-04, Rezone Case 26-01 for the Terrace Farm Subdivision, to a second reading after a public hearing in which residents raised traffic and flooding concerns.

Development Director William Singer presented the rezone request and Brian Hoesl, representing Maronda Homes, provided additional details on the proposal. Engineer Kristi Marchal of Choice One Engineering was available to answer technical questions. Several residents spoke in opposition, citing expected increases in traffic, a perceived need for traffic signals at the proposed development exit onto National Road, and worries about stormwater and flooding in the area.

During council discussion, Law Director Michael McNamee advised councilmembers on proper procedure for amending motions. Councilmember Steve Henne moved to strike a prior motion and to advance Bill 26-04 to a second reading; Councilmember Andrew Gough seconded. The council recorded unanimous votes (Mrs. Rietman; yea; Mr. Rarick; yea; Mr. Huelsman; yea; Mr. Daugherty; yea; Mr. Gough; yea; Ms. McGrail; yea; Mr. Henne; yea) to approve the procedural steps that will bring the ordinance back for further consideration.

The decision to advance the ordinance preserves council flexibility to consider substantive changes and to take public input at the next reading. No final zoning or subdivision approval occurred at the May 12 meeting; the ordinance will return for further review at a subsequent council session.
