PSC adopts Transportation Electrification Plan filing requirements, calls for data quality and equity measures

Staff member Al Freeman described the commission’s work on electric-vehicle programs and the newly adopted Transportation Electrification Plan filing requirements in docket U-21492. Freeman said the order "requires all rate regulated utilities to file TEPs every two years" and that filings should include multiple adoption scenarios, data sources and an annual progress report.
The filing requirements are intended to standardize how utilities present EV forecasts and investments. Commissioners emphasized that utilities must include scenario-based forecasts (including the state goal to support 2 million EVs and 100,000 chargers by 2030), identify data sources so intervenors can verify forecasts, and explain how electrification impacts distribution planning. The order also requires strategies to expand access to charging among disadvantaged, low-income and underserved communities and mandates a minimum of two outreach meetings with interested parties.
Commissioner Partic highlighted the need for high-quality, fresh data to inform filings and said that TEPs should make clear how utilities will account for non-light-duty electrification (transit, school buses, medium and heavy duty fleets). The commission voted unanimously to approve the order establishing the TEP filing requirements and related dockets.
