Hazel Park approves PY2026 CDBG application; police lifesaving awards and proclamations recognized

Hazel Park ' The Hazel Park City Council voted to approve the city's PY2026 Community Development Block Grant (CDBG) application during its Nov. 18 meeting.
City Manager Ed Cloer told the council the city applied for roughly $90,000 in PY2026 CDBG funding, with about $86,000 proposed for code enforcement and $4,000 for services to victims of domestic violence at Haven. The public hearing record contained no speakers who opposed the application and the council moved and approved the request.
The meeting also included two presentations. Police Chief Hamill described an Aug. 12 incident in which Officer Brian Hank and Sergeant Brian Collins applied tourniquets that hospital staff said likely saved a man's life; the chief presented life-saving awards to the two officers. "If it wasn't for these two officers...that man would have died," Chief Hamill said.
Mayor Michael Webb read a proclamation naming November pancreatic cancer awareness month and cited statistics included in the proclamation (for example, the proclamation cited roughly 67,440 projected diagnoses and 51,980 deaths in 2025 and a five-year survival figure cited at about 13%). Local resident and advocate Melissa Schwarz spoke briefly about resources and legal help for those affected.
Votes at a glance: The council approved the PY2026 CDBG application, passed the consent agenda, moved the first reading of a Title 8 vehicle-storage ordinance amendment, and reappointed Marley Marshall to the DDA. The council also approved a demolition order for 444 W. 8 Mile (see separate story).
Next steps: Staff will submit the CDBG application for PY2026 per grant timelines and continue to administer community partnerships funded through those programs.
