Dallas County closes ARPA fund balance and moves nearly $2.4M in carryforwards to next fiscal year

Dallas County finance staff told the Board of Supervisors on June 30 that the county had fully spent its $18 million in American Rescue Plan Act funds but that reconciliation identified a $664.56 expense that had been paid from the general fund instead of the ARPA fund. The board approved an operating transfer to correct that accounting and zero out the ARPA fund (Resolution 2026-0087).
Finance staff also presented an analysis of departmental carryforwards and said nearly $2.4 million will be carried into the next fiscal year. Roughly $1.2 million of that total represents multi-year ‘‘kick up’’ reserves intended to smooth purchases such as vehicles over several years. The board adopted Resolution 2026-0088 to assign the carryforwards; the vote was taken by voice and recorded as unanimous "I" responses.
County staff said assigned dollars will be credited to department budgets during the first budget amendment cycle in October.
