Council orders boarding, issues notice for neglected building at 309 Veteran Memorial Drive

City staff reported to the Abbeville City Council on July 15 that the Schwaggman building at 309 Veteran Memorial Drive is in poor condition, has evidence of homeless occupancy, a water leak tied to an unmetered fire line and pigeon infestation. Staff said letters requiring the owner to secure and repair the property were mailed and the owner has 10 days to comply.

Public works staff described emergency boarding operations that took place after police assisted staff on a site visit. Staff said they boarded about 25 rooms in roughly two hours and estimated about 102 sheets of plywood are required to secure windows and doors for approximately 51 rooms; staff are documenting conditions with interior and drone photos. If the owner fails to respond to the notice, staff said the city may board, abate and then place charges or tax liens, and that they have contacted the district attorney’s office to explore criminal or enforcement avenues tied to blight and public-safety risk.

Council discussed ownership history and foreclosure: staff said the bank had pursued foreclosure but dismissed the case and the owner still owes roughly $600,000 on the property; staff said the owner has filed bankruptcy. Council members expressed concern for homeless people found on the site and asked staff to pursue options; the mayor and staff said a homeless plan is in development and staff will return to council with further enforcement options.

The council did not vote to demolish the structure at the meeting but approved initial emergency boarding and directed staff to pursue compliance and legal remedies if necessary.
