The East Haddam Board of Education voted April 2 to amend policy 3171.11, the district's non-lapsing fund rule, to allow the board to authorize limited emergency use of audited carryover funds to address operational deficits caused directly by reductions from the Board of Finance.
Board member Terry proposed language that would permit use of non-lapsing funds "once the annual audit is complete and funds are deposited into the appropriate account," limited for emergency operational deficits, and requiring a public statement documenting the reductions, anticipated impact on students and services, and why the use was necessary and unsustainable long term. "Such use shall be considered an emergency measure," Terry said when reading the revised language.
The motion to suspend policy 9314 so the board could consider policy 3171.11 at the same meeting carried, and the amended policy language passed after debate and minor edits. Several members pushed to clarify that the change should not establish a recurring expectation that reserves will be used year after year. One board member, Melissa, said she planned to vote against changing the policy, arguing the board should not rely on one-time funds for ongoing operating costs.
The amendment includes procedural protections: the board must document the specific Board of Finance reductions that triggered the emergency use and publicly disclose the anticipated impacts on students and services.
