Surgoinsville board adopts open-burning and permit-fee ordinances, approves three resolutions

At its July 3 meeting the Surgoinsville Board of Mayor and Aldermen adopted Ordinance 174-2024 (open burning) and Ordinance 177-2024 (building permit fees), approved Resolutions 153–155 authorizing a matching safety grant and administrative rates and procedures, and acknowledged a debt report; all votes were unanimous.
The Town of Surgoinsville Board of Mayor and Aldermen on July 3 adopted two ordinances and approved three resolutions as part of routine municipal business.
Alderman Bishop moved adoption of Ordinance 174-2024, regulating open burning within town limits; Alderman Hoss seconded and the roll call vote was unanimous. The board also approved the second and final reading of Ordinance 177-2024, which establishes a schedule of building permit fees, on a motion by Alderman Bishop and a second from Alderman Sandidge.
The board approved three resolutions: Resolution 153-2024 authorizing the town to participate in the "Safety Partners" matching grant program (moved by Alderman Hoss, seconded by Alderman Bishop); Resolution 154-2024 establishing Public Works and Sewer Department equipment and personnel rates (moved by Alderman Bishop, seconded by Alderman Hoss); and Resolution 155-2024 adopting town purchasing procedures (moved by Alderman Bishop, seconded by Alderman Sandidge). Each measure passed unanimously.
Ordinance 176-2024, a first reading to update the town's traffic fine charges, was postponed to the August 12 meeting and received no final action.
The board also acknowledged a report to the Tennessee Comptroller's Office regarding the refuse truck debt obligation; the report was noted and acknowledged in the meeting record.
Why it matters: The open-burning ordinance creates enforceable limits on outdoor burning inside town limits; the building permit fee schedule sets the town's charge structure for construction-related permits; and participation in the matching safety grant could provide local funding for safety equipment or training. The traffic fine revisions were deferred for further consideration.
What's next: Ordinance 176-2024 will return for further consideration on August 12. The town will proceed with implementation steps for adopted ordinances and the approved resolutions per departmental direction.
